Is it harmful to substitute cocoa butter in chocolate crispy ice cream?

I like to eat chocolate crispy ice cream in the summer. I read on the Internet that this chocolate is made with cocoa butter. Is this cocoa butter harmful?

    The crispy chocolate skin may hide another trouble. Nowadays, many of these ice creams are not made of real chocolate to make "crispy skin", but are replaced with something called "cocoa butter substitute". "Cocoa butter substitutes" can also cause problems with trans fatty acids, which may increase heart health risks.
